Northeast Iowa Medical Education Foundation-Charles A. Waterbury M.D. Endowment Fund

Dr. Charles A. Waterbury,Jr. was the first Program Director of the Northeast Iowa Medical Education Foundation. His strong commitment to family medicine made him the epitome of the family doctor. Dr. Waterbury was an active member of the Black Hawk County medical community for 42 years. A graduate of the University of Iowa College of Medicine,he completed a general internship and a residency in pediatrics before joining his father in family practice in Waterloo in 1942. In 1976,because he believed strongly in the concept of family practice,Dr. Waterbury accepted the challenge of starting a family practice residency program in Waterloo. He served as the Northeast Iowa Medical Education Foundation’s (called at that time the Black Hawk Area Medical Education Foundation) first Program Director from July 1976,through July 1982.

Dr. Waterbury was active in many community activities and served on numerous Medical Society and hospital committees during his career. He helped to develop the Cardiac Rehabilitation Program at the University of Northern Iowa and served as its Director for two years. In 1980,he became a Clinical Associate Professor in the Department of Family Practice at the University of Iowa. He died in September 1984 leaving behind two sons,James B. Waterbury of Waterloo and Charles A. Waterbury III of Reading,Pennsylvania.

All I can think of at this time is the "Land Ordinance of 1785," under the Articles of Confederation. In this amendment to the Articles of Confederation, several paragraphs down, it states: "There shall be reserved for the United States out of every township...four lots....There shall be reserved the lot No. 16 of every township for the maintenance of public schools within the said township....
